Born on the 6th day of February 1965 to the family of Alhaji Wakil Mai Azir in Damboa Local Government Area of Borno State. Hon. Wakil began his childhood education in Damboa Central Primary School from 1971-1977 with an exceptional and enviable display of leadership qualities and pacesetting idiosyncrasies from inception. His prodigious intellectual sagacity saw him finishing secondary schools education at a very young age at Government Secondary School Gwoza, Borno State in 1982, a feat that can only be imagined in those days from his geo-political region of the present North-Eastern Nigeria.

He proceeded to the prestigious University of Maiduguri where he obtained his Diploma in Law in 1988, and immediately enrolled for his degree and obtained Bachelors of Law, LL.B degree in 1992 and later proceeded to the Nigeria Law school, Lagos where he obtained B.L (Barrister at Law) professional Law practice Certificate and was subsequently called to Bar as an Solicitor and Advocate of the Supreme Court of Nigeria in 1993, because of his quest for knowledge, Hon. Wakil obtained Master in Public Administration (MPA)in 2004 from University of Calabar. He equally obtained a Diploma in Information Technology at MBM Computer School in Abuja in 2005.

After successfully completing his compulsory National Youth Service (NYSC) at the National Fertilizer Company of Nigeria (NAFCON) in Port Harcourt, Rivers State, he returned at Abuja where he went into private legal practice as a partner in Harmoney Chambers, and later established his own Law firm, Crystal Chambers where he held always as a Managing Partner.

Hon. Wakil was appointed as Managing Partner of a Muyual Connection Associates with Prof Joash Amupitan as Partner to join other 12 Law and Accounting Firms to participate partnering with the Nigeria Customs and Nigeria Port Authority in the new reform of Revenue generation through import duties of the Late General Sani Abacha’s as Professional Import Duty Administrators (PIDA) under the supervisionof the Federal Ministry of Finance for the period of two years.


As a consummate entrepreneur, Hon. Wakil sits as the helm of affairs of PIKAT PROPERTIES LIMITED, a major player in the Nigerian Real Estate Industry, property developers situate in Abuja, providing affordable mass housing and accommodation to the Nigeria populace.

At a critical and uncertain stage of Nigeria’s Democratic experience, Hon Wakil brought his superhuman instincts into fruition by dabbling into the perilous waters of partisan politics. He proved a point that the Nigerian Youth has a lot of offer by vying for and being elected into the Nigerian Housing Representatives as a lawmaker under the flagship of the largest political party in Africa, the People’s Democratic Party (PDP), representing Damboa, Gwoza, Chibok Federal Constituencies in 1999.

While at the Green Chamber, “The Leader “as his colleagues in the House of Representatives fondly called him, Hon. Wakil in his torch bearing and pacesetting character was elected and served as a Majority Leader between 1999 to 2003 at an enviable age of 34 years, a feat that can only be imagined then attempted at that time by any young Man from his modest background. As a Majority Leader in the House of Representative, Hon. Wakil was a bridge builder and a stabilizing factor both between his immediate constituency and the Federal Government, and the Legislative Arm in particular and hitherto nascent democracy in general.

During his stay in the House of Representative, Hon. Wakil contributed immensely to his Constituency and Borno State, among his achievement, he attracted infracture to his Constituencies, few to mention is connection of the National grid of Azir Village, Ajigin Village, Talala Village, Kafa Village in Damboa Local Government Areas within the constituencies with several borehole sunk and construction of primary health care centers and other infrastructural facilities.

At the international level, he also served as the Regional Representative for West Africa in Commonwealth Parliamentary Association (CPA) London, England from


2000 to 2003 where he represented the body at different levels for instance in mention but a few.

Hon. Wakil was also appointed by commonwealth secretariat in the United Kingdom London on 25th February 2002 to join the commonwealth observer group to the Zimbabwe General Election.

Hon. Wakil was a gubernatorial aspirant of Borno State in 2003 under People’s Democratic Party (PDP). He later served the Party and the nation at large at different points, as Borno State Presidential Campaign Coordinator for Yar’Adua/Goodluck in 2007, He was again appointed as Zonal Deputy Coordinator of North East Zone, Goodluck/Sambo Presidential Campaign Organizations 2011 and subsequently as the Vice National Chairman PDP North East Zone from 2013 - 2014.



Hon. Wakil has also served his Country Nigeria in various capacities and in various Presidential Committees. Prominent among which was his appointment on the 26th October, 2011 as member of the 22 man Presidential Committees to review reports and implementation guideline(s) of 1994/95, National Conference and 2006 Political Conference; and identify the constitutional political, economic, social and other governance issues agreed upon in the conference but which have not been implemented, headed by the Eminent Justist, Justice Alfa Belgore. Hon. Wakil and his co-panelists succeeded in reviewing and reporting the implementation guidelines and bringing the task of the committee to a logical conclusion.

On 19th February 2014, Hon. Wakil was appointed as the Honorable Minister of State for Power by President Dr. Goodluck Ebele Jonathan GCFR, a call to national duty which is not meant for the fainthearted but can only be undertaken by a man of his onions, to implement the transformation agenda of the President. To say that his short stay as at the Ministry of Power was eventful would be a disservice to the immeasurable transformation he brought to bear in the performance of his duties. Among his unparalld achievement during his short stay was the formulation and implementation of a national policy for the revival and deepening of the renewable energy policy in Nigeria, Facilitation of a policy document on the achievement of 25% renewable energy tariff for power generation. These policies among other


drastic transformations in the Nigerian power sector brought about an unprecedented surge in the interest of private investors in the renewable energy sector of the Nigeria economy.

“POWER WAKIL” as he was affectionately called by the teeming admirers of his deft touches, also undertook a more radical approach in the area of rural electrification projects, and as a good soldier who never leaves a man behind, a true son of the soil of Borno State, who also holds the catholically accepted saying that charity begins at home, he employed his political and philanthropic weight in attracting laudable electrification projects to his home front. These include the completion of the new 33KVA Sub-station at Damboa Road, Maiduguri, the rehabilitation and acquisition of brand new 50MVA Supper Transformer at Baga Road Sub Station to replace the old that served substation for over 40 years, among other Sub Stations in the area, which in turn resulted in the ripple effect of employment for over 200 youths Engineers of the North East extraction, over 50 of whom are from Borno State into the national integrated power project and other power agencies. Hon. Wakil influenced through the World Bank Intervention, the provision of over 300 50KVA Transformers, half of which were supplied and installed in Borno State, in addition to the rehabilitations and supply of new transformers to provide infrastructural facilities in Towns and villages including but not limited to the Initiation of a Road Map for National Rural Electrification and Renewable Energy.

Upon his visit to Huawei Headquarters in Shenzhen, China on 29th August,2014 and influenced the revolution of Off-grid solar power projects as an intervention power project in the North East particularly in Borno State as a replacement for the power facilities destroyed by Boko Haram. This move gave birth to the “Operation Light Up” that built Off-Grid solar project in Gami Village of Kaduna State Nigeria.

An avid, committee and unrepentant scholar, Hon. Wakil holds a Master of Laws LL.M Degree from University of Huddersfield, United Kingdom where he made Distinction in Research area of Legal Protection for Foreign Direct Investors in Nigeria in 2014. As a result of his outstanding performance, the University offered a space as a research fellow/Ph.D student of Doctorate Degree in the same


institution with a wider task of the Legal Protection of Foreign Direct Investment in Africa, focusing more on the West African Sub region.

Hon. Wakil after his committed service to the Nation, he was awarded National Honors of Officer of the Order of Niger (OON) by President Goodluck in 2nd July, 2010. Hon. Wakil was conferred Fellow Nigeria Institute of Management (FNIM) on 7th August, 2003. Hon. Wakil is a Member of various Professional Organizatons, among which are Nigerian Parliamentary Union (NPU), Nigeria Bar Association (NBA), Africa Bar Association (ABA), International Bar Association (IBA), Commonwealth Parliamentary Union (IPU), African Caribbean and Pacific/ European Union (ACP-EU) and Parliament Association (APA).


Hon.
